Question Number: 14365Kicks From The Penalty mark 11/5/2006RE: school Under 14 ANKUR GUPTA of ghaziabad, uttar pradesh india asks...till the end of the game it was a draw.therefore we had penaltyshootouts.before the last kick it was draw.it was the turn of our opposite team.the reffre didn't whistle ,therefore our goalkeeper was not ready.suddendly the the player of our opposite team kicked the ball and it was goal.reffre also awarded it as a goal.was he right ? Answer provided by Referee Keith Contarino The kicker is required to qait until the referee signals. If the referee had used his whiatle to signal for all the other kicks then he should have done so here also. I wuld make the kicker retake the kick and warn him if he kicked before my signal again, he would be cautioned and shown the yellow card.

View Referee Ben Mueller profileAnswer provided by Referee Chuck Fleischer Law 14 requires a signal before a penalty is taken. Law 14 is the governing statute for Kicks From The Penalty Mark. The referee is incorrect here.
