Question Number: 14484Kicks From The Penalty mark 11/20/2006RE: Rec Under 11 Kevin Sneed of Herndon, Virginia USA asks...Recently my team lost a game in an all star tournament via a shoot out after a tie in regulation. I only kept the players on the field who were in at the time. The other team left the field, and came back a few minutes later. I asked the referee whether she which players were on the field at the time, she said no, but she trusted the other team. Another issue which I raised was that their goalie continued to go to the penalty spot and provided direction to their players prior to a kick. My question is, since the rules state that the active players remain on the field , and no substitutions are allowed, how is this infraction dealt with? The other question pertains to the goalie leaving the end line, in violation of the rules. Answer provided by Referee Ben Mueller The only players allowed to participate are the players on field unless tounrnament policy said otherwise. Referee should have made sure of this. The keeper is to stand where penalty area meets goal line and is not to distract or say anything to shooter or keeper.

I always tell teams at tournaments that if there's a possibility of going to kicks from the penalty mark, NO ONE IS TO LEAVE THE FIELD AFTER THE GAME. Referee didn't ensure this so you're stuck with believing the coach as this probably isn't protestable. The keeper is either to be defending the kick or standing on the goal line/penalty line junctionwhile his team is kicking

View Referee Keith Contarino profileAnswer provided by Referee Chuck Fleischer The referee's instructions before starting extra time or the last period of play before kicks from the mark is for his assistants to prevent players from leaving the field and anyone else from entering the field. Clearly these instructions were not given or if given were not followed by this referee crew.
