Question Number: 14562Kicks From The Penalty mark 12/7/2006RE: Rec Adult Frank Bapter of Vancouver, BC Canada asks...This question is a follow up to question 100 In this situation a shootout is tied after the 5 rounds. Now it is sudden death so if the team who shoots first in the sixth round scores, are they the winner? Or does the other team have a chance to shoot as well to see if they can score to tie it up? Answer provided by Referee Gary Voshol A shootout is called "Kicks From the Penalty Mark" in the Laws. We see this bullet point:
"* If, after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks"
Those last four words - Each team gets the same number of kicks.
Incidentally, the words "taken in the same order" only refer to which team is shooting. If all the players have taken a shot and the score is still tied, we start a new round with players taking a second shot. They do not have to take their second turns in the same order as they went for their first tries.

View Referee Gary Voshol profileAnswer provided by Referee Ben Mueller No. When it exceeds 5 kickers, it does not end until 1 team makes their kick and the other team misses. In your scenario, the next kicker would have to miss for it to be done.

View Referee Chuck Fleischer profileAnswer provided by Referee Richard Dawson The first five shots are taken and if the teams are tied with the same number of misses and goals then this sudden death is a one for one deal until one misses and the other scores.The shots must be equal in number the order of who shoots first was decided at the start of the first five with a coin flip. The order remains the same as to which team shoots first and which team shoots next for the remaining efforts! FIFA Kicks from the penalty mark Procedure ? The referee chooses the goal at which the kicks will be taken ? The referee tosses a coin and the team whose captain wins the toss decides whether to take the first or the second kick ? The referee keeps a record of the kicks being taken ? Subject to the conditions explained below, both teams take fi ve kicks ? The kicks are taken alternately by the teams ? If, before both teams have taken five kicks, one has scored more goals than the other could score, even if it were to complete its fi ve kicks, no more kicks are taken ? If, after both teams have taken five kicks, both have scored the same number of goals, or have not scored any goals, kicks continue to be taken in the same order until one team has scored a goal more than the other from the same number of kicks Cheers
