Kicks From The Penalty mark 3/21/2007

We were in a competition and the game ended in a tie.The competition follows the rules of FIFA so we proceeded to a shootout.The opposing team shot first and scored.We shot next and scored.Opposition shot next and missed.Next was our turn scored.Oppositions third shot score.Our third shot score.Oppositions fourth shot miss.We are now at 3 goals having taken 3 shots.The opposition has taken 4 shots scoring 2 goals.The referee blows the whistle twice picks up the ball blows the whistle again and proceeds to the bench.He and his assitant fill out the paperwork declaring us the winner.Everyone leaves the field considering the game over.The opposition later files a protest.I understand the penalty kicks should have been completed for all five shots as per FIFA rules.Should they have us re-take all 5 shots again or should the referee's decision on the match stand

Hi Steve,
the referee has erred in his duties and in the application of the laws of the game. A protest could be upheld and the league could decide to replay the entire match not just the shoot out or choose some other option if it was so disposed.
I had a similar occurence as a coach where the team shooting 5th made it to go 1 goal ahead and we were on four shots so we had one shot left to tie but the referee picked up the ball and said NO!. I tried to have the opposing coach explain to the referee (as his particular handling of our game was less than stellar and I could not keep my temper if I did talk to him). The opposing coach admitted it was unfair but said it was the referee's decision so tough. We protested the match, it was upheld and we replayed the ENTIRE game which we won! Cheers

On this situation the opponents can still level the score 3 goals to 3 should you miss kicks 4 and 5 and they win a goal on kick 5. Because of this kicks MUST continue until a winner is determined. If 5 kicks from the mark are taken and the number of goals won is level at 3 the sides will alternate taking kicks. If your side was allowed to kick a 4th attempt at goal and won the goal that is where the match winner is determined and kicks from the mark conclude.

Sadly, this referee cannot count to five. Even more sadly, neither of his ARs can either. What's ridiculous is the opposing coach apparantly cannot count to five either!! This game should be protested. The competition authorities will then decide what to do. Incidently, there's no requirement all 5 shots be taken. The KFTPM phase is over when 1 team cannot win. Had you made the 4th shot and been up by 2 with only 1 shot remaining, the game would be over.
