Question Number: 15098League Specific 4/1/2007RE: high school Under 17 taylor of gretna, nebraska united states asks...you're taking a penalty kick. You go up like u are going to strike the ball and u stop right before u kick it and wait to see what the goalie does, and then kicks it. Is that legal in high school soccer? Answer provided by Referee Chuck Fleischer In American high school played under NFHS Soccer Rules the following is contained in Rule 14 Penalty Kick:
14.1.4 SITUATION B: A2, taking a penalty kick, approaches the ball and then stops abruptly. He/she then kicks the ball and scores. RULING: Retake the kick.
Warning this applies to USA high school played under NFHS Soccer Rules.

I just think its important to drive home the point that this "ruling" does NOT apply to club soccer or even college soccer in the United States. It certainly does not apply to any football played outside of the USA.
It really only applies to American High School games under the NFHS rules only.
