Question Number: 15118Kicks From The Penalty mark 4/4/2007RE: youth football Under 19 martin scott of livingston, scotland uk asks...following a recent cup tie my team was involved in the game ended 1-1 after normal and extra time.the game went into a penalty shoot out. after extra time the opposing team changed there goalkeeper for the penalty kicks with one of there outfield players. is this allowed as the regulation time was over. The Laws of the Game specify that any player (not a substitute or substituted player) may participate in the kicks from the penalty mark procedure. So long as this does not invlove making a substitution, you may switch the goalkeeper after every kick, if you so choose. The player who acts as the goalkeeper must still be dressed as the goalkeeper though.
In fact the Laws specifically state: "An eligible player may change places with the goalkeeper at any time when kicks from the penalty mark are being taken"

View Referee Steve Montanino profileAnswer provided by Referee Gary Voshol In addition to your case, suppose the original goalkeeper is injured during kicks from the mark. A substitute goalkeeper may come in from the sidelines to replace him, provided the team has not used the maximum number of substitutes allowed.

View Referee Gary Voshol profileAnswer provided by Referee Chuck Fleischer Law 3 affords that during a stoppage in play the goalkeeper may change places with an outfield player provided the referee is notified beforehand. This is a right! During kicks from the penalty mark permission of the referee is not required!
