Question Number: 15559

Kicks From The Penalty mark 5/21/2007

RE: REC Under 19

Gene Thigpen of Killen, al usa asks...

If a game ends in a tie, and the game is to be decided in a shootout. Can a team swap out the keeper from the keeper that was playing the position at the end of the game to another keeper or do they have to use the keeper that was playing the position when time expired? thanks

Answer provided by Referee Gary Voshol

When a game goes to Kicks from the Penalty Mark (KFTPM) to decide a winner, the only players who may participate are those who are on the field at the time the game ended. (Or a player of record who is temporarily off the field with the permission of the referee, for instance to correct equipment or to get treatment for an injury.) Any of those players can be the goalkeeper for any of the kicks.

The only exception is if the goalkeeper is injured, and the team has not used the maximum number of substitutions allowed. This is the only substitution that can be made after time expires.

Answer provided by Referee Keith Contarino

They can swap him out for another PLAYER that was on the field when added time expired. They may not sub for a player that was on the bench unless the keeper becomes injured during the kicks from the mark phase
