Question Number: 15713Law 16 - Goal Kick 6/6/2007RE: Maroon Traveling Under 11 Lisa of Burnsville, MN USA asks...If the goalie is taking a goal kick and the ball does NOT leave the penalty box, what happens? I know that the other team can not come into the box and that no one can touch the ball until it comes out of the penatly box, but in this case the goalie made a botched up kick and the ball didn't make it out of the box. Is the goalie allowed to move forward and kick the ball again? Answer provided by Referee Gary Voshol No. The goal kick is taken again, after the ball is placed back inside the goal area.

The ball is not in play until it leaves the penalty area. Incidentally, this is also true of any free kick taken by the defending team within their own penalty area.

View Referee Steve Montanino profileAnswer provided by Referee Chuck Fleischer The difficulty for a referee is when this happens and happens again. The players are tired and can't clear the penalty area with a goal kick. This leaves the referee with a choice, take the goal kick from outside the goal area [nonstarter], stand there and let them kick the ball before it is in play [also a nonstarter] OR position himself on the other side of the halfway line where he can't see whether it leaves or not. Most referees aren't sophisticated enough to use this tool, they'll just ignore something they see incorrect.
