Question Number: 15720Kicks From The Penalty mark 6/6/2007RE: Select High School Andrew Monson of Melbourne, Vic Australia asks...Recently we finished a game with a peanlaty shoot-out. The opposing team changed goalkeepers so has to have a more competent person in goals just for the shoot out. I am unsure of the ruling on this kind of conduct but it seems poor sportsmanship and should have been the goalkeeper who had been in play for the entire match. Can you help me out on this? Answer provided by Referee Richard Dawson Hi Andrew, Changing the keeper is permitted ONLY if the person now filling in was on the field of play at the end of the match, before the shoot out begins! There is a loophole however, where if a keeper was to be injured a SUBSTITUTE could be allowed to take his place provided there was no limit on the number of subs or that the allowable number permitted had not been exceeded during the match.
Tactically if the coach wished to do so perfectly legal if a fake injury or the decision breaks the heart of the original keeper perhaps tacky better describes the situation Cheers
