Question Number: 16166

Kicks From The Penalty mark 7/30/2007

sonnyj of san francisco, usa asks...

This question is a follow up to question 16144

Whoops - Looks like USSF agreed with me.

Guess I would have passed the assessment!!!

As I read many of the responses it seem USSF has changed its response. I did not read 14004 when it was first posted and don't know what was correct at that time. It was brough to my attention recently via Corshamref. I have no problem with you directing others to my comments there. Most of what I posted on asktheref was cut/paste from corsham.

Perhaps the panels answers were correct when 14004 first posted - However, I believe they were negligent in not checking and updating their answer when I FIRST brought up my concerns last week. It took a second series of postings here and on Corshamref. I even gave specific citations in the USSF ATR so the USSF refs should have follow up on that. Then all the nasty comments about me and being assessed, etc when it turned out that I was correct.

Seems they got the same answer from USSF and Jim Allen as I had received. Guess they just did not want to accept a correction from a non panel member.

I do thank the moderator for eventually following up when I persisted. Would be nice if latest, correct, response from USSF was highlighted rather than just a "footnote" to all the incorrect answers by the panel

Esse Baharmast gave a presentation I was privileged to see once where he talked about attitude and how important the correct attitude was for a referee. I would say you have failed that test, sir.

Actually, up until today, you were dead wrong. USSF has changed its interpretation. Now, an injured player before the kicks phase is treated the same as an injured player during the kicks phase. This new interpretation is NOT what we were told all along and, to me, is illogical. So, you can gloat that you are indeed illogical but have been routinely incorrect.I have no idea what you asked Jim Allen but I am certain you worded it incorrectly. I specifically asked him if a player was injured BEFORE the kicks phase and could not continue would you reduce to equate. He said yes. You maintain we have answered questions in conflict with Mr Allen. I can assure you this is NEVER the case. Mr Allen has been kind enough to give us guidance over the years and we would never publish an answer if we knew he disagreed with it. In fact, he agreed with us and we published accordingly We will answer questions based on this new input from USSF and if it changes then so will our answers. You have been rude and insulting in your tone. You have no idea what goes into our research. We are not an official source but rarely do we publish anything that is in conflict with USSF. If we do, we correct it

NO whoops, a change of position and to be frank as a non USA official I would not follow that policy while my counterparts have no recourse but to do so. I belive then as now not to allow the team the option to reduce to equate given a legitamate injury occurs to an opposing team near the end of the match and only becomes apparant of the serious nature of it after is against the spirit and intent of why reduce to equate was introduced!
Cheers
