Question Number: 16291

Kicks From The Penalty mark 8/12/2007

RE: Select Under 17

a. creiglow of napa, california USA asks...

My team went to PK's for the championship this weekend and the other coach switched his keeper for the PK's. This switched keeper was on the field at the end of regulation time as a field player(forward). Is this legal? I understand that ONLY the players on the field can take PK's, but can one of those players become a keeper for the PK's? Many thanks!

Answer provided by Referee Richard Dawson

Yes totally legal! Any player ON the field during the match or at the end of regulation can switch with the keeper. The referee only requires notification this is desired! In fact the team could in theory switch out the keeper on each shot .. There is a small loop hole where even after the match ended a substitute could actually replace the keeper from off the bench if the keeper is injured and the available number of subs is not yet used! Given unlimited subs at youth level this could be a ploy to get a good pk taker on the pitch!
Cheers

Answer provided by Referee Chuck Fleischer

Law 3 gives the right for an outfield player and the goalkeeper to change places at any stoppage in play. This remains in effect during Kicks From The Penalty Mark. All that's needed is to notify the referee you intend to make the change -- he can't refuse!

Regards,
