In a penalty shootout if a penalty kick is struck and hits the post, then rebounds hitting the back of the goal keeper and goes into the net does the penalty count as a score or not?

Yes it does. The kick is not completed until all kinetic energy placed on the ball is done. It is good if it recounds from the keeper or post and then goes into the goal.

When a penalty kick is taken during the normal course of play, or time has been extended at half-time or full time to allow a penalty kick to be taken or retaken, a goal is awarded if, before passing between the goalposts and under the crossbar:

the ball touches either or both of the goalposts and/or the crossbar,
and/or the goalkeeper

Which team were you on? :-) The PK scores. As long as the ball's energy from the kick keeps it going, it can hit the crossbar, the goalposts and/or the keeper before going in and still be counted a goal. The referee determines when a PK is completed.
