In High School soccer game can a game start without Nets?

As far as I can tell in the NFHS rule book, a match cannot begin without goal nets.

No. NFHS states that the goals must have nets secured.

In high school rules under NFHS, no nets no play. q.v. Rule 1, sect 4, art 2. And another tidbit, they want the net parallel to the ground for 2 feet behind the crossbar.
