Kicks From The Penalty mark 9/9/2007

Terry Allen of Coffs Harbour, NSW Australia asks...

Penalty Shoot-out. In the event of a match being decided by penalty kicks, assuming neither team misses its first five penalties, what is the earliest time a kicker who has already taken a penalty may be permitted to take a second? i.e. must everyone on the pitch have a shot before the number one kicker has another or can a team keep using its strongest five strikers until there is a result?

Answer provided by Referee Gary Voshol

Every eligible kicker, including the goalkeeper, must have a go before anyone is allowed to repeat. Those eligible are the players on the field at the end of the game, plus anyone temporarily off the field with the permission of the referee.

If a player becomes injured or is sent off during the taking of Kicks From The Penalty Mark, that player is excused. If the goalkeeper is injured, he may be replaced provided the team has not used up their limit of substitutions. That is the only way a player from the bench will be allowed to take part in Kicks.

The Laws of the Game require all players have a shot before a second shot by any player is allowed. There exists the possibility you will have your first repeat shooter face their eleventh if you have less players on the field.

After all of the remaining eligable kickers have gone for that side. This could be at a maximum after all 11 kickers have gone, though the number of kickers could be less than 11 due to various occurances througout the match/kicks-from-the-mark tiebreaking proceedure.

Hi Terry,
all 11 players legally on the field includes the keeper must go once before any player can shoot a second time. What can occur is any player can be the 12th shooter including the one taking the 11th shot! No required order is maintained per say! Cheers
