Question Number: 16633Kicks From The Penalty mark 9/10/2007RE: High School Mark Mayer of Cape Town, South Africa asks...The context is a quarter final knockout competition and extra time has been played the game is still at deaadlock...Penalty time...
Can I elect a new goalkeeper for the penalty shootout from my 11 players that finished the game after the extra time was played out? Or am I obliged to stick with the keeper I used during the match itself?
Thank you kindly Mark Answer provided by Referee Gary Voshol The section of the Laws of the Game governing Kicks From The Penalty Mark notes that "the relevant Laws of the Game and International F.A. Board Decisions apply" during the taking of Kicks. Law 3 tells us that the goalkeeper may be changed at a stoppage in play, after the referee is informed. That remains true during KFTPM.

View Referee Richard Dawson profileAnswer provided by Referee Chuck Fleischer Law 3 affords a team the right to change the goalkeeper at any stoppage in play. Kicks From The Penalty Mark is a stoppage in play. The convention for doing this is for someone to tell the referee that you intend to change the goalkeeper, this he may not refuse -- it is a right.
