Question Number: 16673Kicks From The Penalty mark 9/13/2007RE: Competitive Adult Mlulami Chitha of Alice, South Africa South Africa asks...Is it possible to substitute your goalkeeper by an infield or any 'new' player during the penalty shootout? What if he has started and you want to substitute him? Answer provided by Referee Michelle Maloney If by "penalty shootout" you mean the "Kicks from the Penalty Mark Procedure" listed in the Laws of the Game, then yes, you can trade a goalkeeper with a player that was on the field at the end of the game as long as the referee is notified first of the change - however, your goalkeeper will now be one of the remaining kickers. And if your goalkeeper becomes injured during the taking of the kicks and you have not used up all of your substitutes, you may change your goalkeeper - but only your goalkeeper - no other player, and only if the goalkeeper becomes injured during the taking of the kicks.
