If a player is taking a goal kick, can he or she (the same person) be the first one to touch the ball once it has left the penalty box area??

That would be considered a second touch under Law 16 which is The Goal Kick and that is an infringement for which play will be stopped. Restart would be an indirect free kick against the kicker's team from the spot where he touched it the second time.

Nope. 2 touches aren't allowed on goalkicks either.
