Question Number: 16825Law 12 - Fouls and Misconduct 9/22/2007RE: ALL High School Franco of Bloomington, USA asks...This question is a follow up to question 16784 Okay here is my reasoning based on how I understood the situation:
defender is trying to hurt the attacker - foul, USB and worth a sending off.
attacker is doing nothing wrong, and is no immediate danger due to his own speed and trying to score- so since he is not in immediate danger I let him have advantage- which is the shot that he worked to get, regardless if his shot was a good one or not, he had his moment and advantage was played out by his shot.
The keep now has the ball, but the play is not stopped - this is where I come in-.
In my int of the play, I feel that I must address the behavior for the safety of all, but since it was described as so violent (but not enough to stop play at the moment) I must address ASAP or the attacking team may retaliate or the original defender may still be looking for someone to hurt. I let advantage play out and end by the shot, but the game and players is somewhat at risk and may be getting worse if I let it go on the final minutes while waiting for the ball to go out or some other stoppage. Some players at this moment may have the attitude that whats the big deal if I punch, kick, head butt or fight because the game is about over.
So I stop play while the keeper has it. Red card the player, verbally tell everyone lets not ruin this game in the last moments and remind them I have more cards.
In high school I guess I give an IDFK at the spot of the keeper, but in FIFA I give a drop ball and peruade the other team to allow the keeper to go it alone.
Please let me know where I am at flaw Franco
Answer provided by Referee Richard Dawson A dropball allows a restart if no other restart applies. Since you are stopping for the MISCONDUCT that was contained in the earlier foul and since advantage was applied and realized the correct restart is an indfk back at the original site of the incident where advantage was applied. When you stop play to show a card the only possible restart is an indfk! If play was stopped to warn a player and a player did something AFTER a stoppage then the drop ball fits but here we have a player who basicallyhas no business being on the field we just did not want a chance to cheat the offended team from a possible score which is why we considered the advantage in the first place. Now we are not using the DFK or PK only the indfk . Cheers

You allow advantage but as soon as the keeper stops the shot, you blow the whistle to stop play. You have stopped play for misconduct so you must restart with an IFK per FIFA rules also. Why do you think FIFA rules argue for a dropped ball?
