With the current instructions about the AR having responsibility for judging goals and the movement of the goal keeper on a kick from the penalty mark, has there been any progress toward agreement on the mechanics for signaling when the keeper moved too early?

There is no approved signal. It is up to the referee team to decide on this at their pregame conference.

I agree with my colleague, there are no hard and fast rules regarding this and it would be talked about prior to the match.
