I am a certified referee but I recently heard this rule:

A keeper can pick up the ball after it is deliberately passed to him by a teammate only if he is under pressure by a striker .

I've never heard of the last part of that, where they can handle it.

Is this true? This was a high school game in MA.

Whoever told you that was pulling your chain. One of the best things about that law is when an attacker can apply pressure, it makes the game much more exciting, and many teams won't play those iffy balls back to the keeper to waste time knowing an attacker could punish them if they don't play it well with their feet.
