Dave of middlesex, nj usa asks...

A goalie catches the ball inside the goal box then, when running to kick it, runs thru and past the penalty box.
Is that a penalty kick from the penalty mark?.....It was last year for a game I had

A goalkeeper can NEVER suffer a PK for handling the ball inside the goal area. Never. No way, no how. Nada. Zip, zilch. Nope, not gonna do it.

If the goalkeeper holds the ball and runs outside the penalty area, it is a direct free kick to the opponents from just outside the line. It is the same as if any other player handled the ball outside the PA.

Inside the penalty area, it's the goalkeeper's job to handle the ball!

Not only is it NOT a penalty kick, it's probably not even a foul unless he went way over his penalty area boundary line. The referee is empowered to not call anything he deems to be trifling and there are few things more trifling than the keeper carrying the ball a foot or so over the line when going to punt it. As Ref Voshal emphatically states, a keeper handling violation can NEVER,EVER result in a penalty kick. Why? Because all handling violations by the keeper inside his own penalty area result in an INDIRECT free kick. If he deliberately handles the ball outside the penalty area there can be no penalty kick because by definition penalty kicks are awarded for penal fouls committed INSIDE the penalty area.

If the ball was out of the penalty area completly and still in the hands of the keeper, then it should have been a dfk.
