Question Number: 17200

Kicks From The Penalty mark 10/8/2007

RE: Select Under 15

Franco of Bloomington, USA asks...

The teams have played both overtime periods and the score is still tied and the game must have a winner. With unlimited substitutions allowed in youth matches and the chaos of many subs coming in for the tired players of both teams, coaches jokeying for tactical superiority, and both team anxious, jumping and yelling and high fiving at the end of the periods.

Only players that were legally on the field at the end of the overtime shall participate in kicks from the penalty mark to decide a winner, what are your procdedures or tips you can provide to referees to help them be certain what players are on the field and therefore, the players that should be taking the kicks?

Franco

Answer provided by Referee Keith Contarino

Whenever doing the semis or finals of a tournament I remind all the players and both coaches that when the overtimes end, EVERYONE has to stay on the field. WHen I blow the whistle to end the overtime I immediately start yeliing for all the players to stay on the field. I also have alerted both ARs and they are also yelling at the players to stay on the field.

Hi Franco,
all players on the field immediately are to report to the centre circle IMMEDIATELY upon the final whistle. Your ARs should also assist in this task as well. Referee could mention this at the start of overtime and again after ending on the OT whistle. Call up the captain or keepers ASAP congrats on a good match then reduce to equate immediately, next signal which goal, then flip for who goes first! You could allow the coaches/trainers to come in and bring water etc but the rest of the team should stay within the technical area! Once the KFTPM begin no one but the legal players should be in the centre circle with the two keepers and the first pk kicker down by the goal. Spectators off the field.
One AR to centre stays the other AR to selected goal, 4th controls technical areas.
Cheers
