Question Number: 17309Fitness 10/14/2007RE: rec Adult alex of richmond hill, on canada asks...This question is a follow up to question 17261 Regarding Mr Fleischer suggestion having the captain to refuse kick off. Is that not a caution for delaying the restart? Can the referee issue a second yellow (along with a red) if the captain still refuse to kick off after the first caution? Now the captain is gone, who does the referee issue the next yellow card if there are still no players taking the kick off? Answer provided by Referee Chuck Fleischer Sure this is probably going to happen. When being cautioned the captain will say that he doesn't consider the environment safe to play in and nothing is going to make a restart of play timely or even happen. At that point the referee is free to send off the requisite number of players so the match is abandoned or terminate the match because the players refused to restart play.

The referee can go through the ordeal of trying to caution everyone for delaying the restart of play or some twice but once it becomes apparant those on the field do not want to continue why try to go card crazy just to spite them? Game over write the report that brown stuff is sure to fly in the disciplinary hearings. Cheers
