No. If there's something wrong with any spot inside the goal area simply move it to another spot. In no case may you elevate the ball by putting sand under it

This is something a Rugby footballer may do. It is not permitted in this Game.

Well, you could. But then you would be subject to a caution for unsporting behavior. Best to leave the sand on the hill.
