I have seen a good number of matches around the world where streamers or other festive materials are thrown onto the pitch. What is the FIFA policy towards these things and why do referees let this stuff pile up in one team's area and not in the other's?

Dave,..FIFA's policy is not not allow foreign objects on the field. As far as specific incidents where one team's area has stuff piled up, I am unaware that this is the case. Often it is out of the referee's control what the spectator's throw on the field. Hope this helps.
