Question Number: 17913Kicks From The Penalty mark 11/14/2007RE: Rec. Adult Tom of Kingsport, TN USA asks...This question is a follow up to question 17739 How does the Referee determine the number of penalty kicks that a team takes in overtme?
Answer provided by Referee Gary Voshol Each team gets 5. If the number of scored kicks is equal at that point and any time after, both teams get one more kick each until the tie is broken. No player may take a second kick until every eligible player on her team has taken a kick, including the goalkeeper.
If the number of goals scored makes it impossible for the other team to catch up, the original 5 kicks can be reduced. For example if after 3 kicks each the score is 3-0, the team with 0 has no opportunity to tie the score before the end of the 5 kicks, so the last two don't need to be taken.

View Referee Gary Voshol profileAnswer provided by Referee Ben Mueller That is set by the Kicks from the Mark procedure. Each team will get 5 kicks, but as soon as a team no longer has an opportunity to win, the kicks from the mark contest ends.

View Referee Ben Mueller profileAnswer provided by Referee Chuck Fleischer Actually the referee doesn't determine this, it is determined for him in the Laws of the Game. There is a section of the Laws entitled Procedures To Determine The Winner of A Match. The International FA Board have listed exactly how to administer Kicks from the Penalty Mark.
