Answer provided by Referee Chuck Fleischer Actually, according with what FIFA have written regarding dealing with injured players it is expected when an outfield player and goalkeeper are involved in a collision and both are in need of immediate attention, both will remain on the field when play is restarted.

Goalkeepers are allowed to be treated on the field of play, because every team must always have a goalkeeper. In the time it takes to get the substitute keeper kitted up and on the field, the treatment to the original goalkeeper is probably finished. Since the goalkeeper is granted this courtesy, the injured player on the other team is given the same courtesy for an injury that occurs at the same time.
This presumes that both players will be able to continue the match in short order.
