Question Number: 18083Kicks From The Penalty mark 12/7/2007RE: Rec Under 13 John Schneider of La Mirada, CA USA asks...During Kicks from the Mark if a player attempts to kick the ball and completely misses it, is that considered an "attempt"? Does he get to keep trying until he makes contact? Answer provided by Referee Keith Contarino If he misses the ball then it has not been kicked and moved forward. Thus, the ball was never put into play so the kicker takes another try. Of course, if he "misses" the ball on purpose and immediately kicks at it again, he's likely to have the referee find this to be unsporting behavior.

View Referee Keith Contarino profileAnswer provided by Referee Chuck Fleischer If the ball is not kicked and moved forward the penalty kick is said not to have happened. The original kicker or another kicker who has not already taken a turn may kick. If this were to happen on my field the kick would be whistled and terminated as soon as the player missed the ball. I would then restart the procedure required by Law 14 again.
