When the ball goes out for a throw in, can the thrower touch the ball immediately after deliberately throwing the ball at the opponent properly without infringing the rules?

If the thrower threw ball at opponent in a way that was not violent and the ball hits opponent, then the thrower can touch the ball.

short answer is yes. You say the rules were not infringed so once the ball touches any other player, the thrower is free to kick it. I will caution you that if you elect to try this, the referee may very well decide you HAVE infringed the Laws of the Game. If the referee feels you have thrown the ball with excessive force, he may send you off and show the red card to you for Violent Conduct. He may also decide that what you have done is unsporting behavior and caution you and show you the yellow card.
