Question Number: 18341

Kicks From The Penalty mark 2/6/2008

RE: Rec Under 17

Joe Murphy of Kildare, Ireland asks...

This question is a follow up to question 18329

Does this answer apply to a penalty shoot out. Is the ball not considered dead once its path takes it back away from the goal?

Answer provided by Referee Gary Voshol

In the section of the Laws of the Game covering Kicks From The Penalty Mark we find: "Unless otherwise stated, the relevant Laws of the Game and International F.A. Board Decisions apply when kicks from the penalty mark are being taken."

The ball is not dead until it is clear that it will not go into the goal. Just as the ball may ricochet off keeper, ground, post or crossbar before it goes in at a PK, it may do the same at KFTPM.

Answer provided by Referee Chuck Fleischer

The answer you state doesn't apply to Football in any case, be it Kicks From the Mark, a penalty kick or during open play. In the case of a penalty or kicks from the mark the referee decides when the kick has been completed. As match referee I signal that when I'm absolutely sure the ball can't enter the goal or when there has been a second touch by the kicker.

Regards,

No you are wrong but this is a commonly held myth. While the ball is still moving it's in play. It can rebound away from the goal and with backspin head back towards the goal. The keeper must defend the goal until the ball has stopped.
