Question Number: 18458Kicks From The Penalty mark 3/3/2008RE: Competitive Under 13 Craig Gibson of Grays, Essex England asks...A semi final penalty shoot out. The opposition player strikes his penalty over the bar retreats to his coaches as our player makes his way forward and takes the football ready for the next penalty. The referee belatedley decides our goalkeeper has moved forward from his line and insists the penalty is re taken which is subsequently scored. Our player then comes back to the penalty box spots the ball and scores, however the referee now states that the opposition goalkeeper has moved forward from his line and instructs that the penalty must be re taken even tho' we had scored. My question in the first instance, should the referee have not made his decision for a re take immediatley, maybe not a rule but fair play ? In the second instance, If the referee decided the goalkeeper was seeking an unfair advantage surely he should only order a re take if the attacker fails to score ? Answer provided by Referee Keith Contarino The answer to your question can be found in the Laws Of The Game under Law 14 The Penalty Kick The goalkeeper infringes the Laws of the Game: ? the referee allows the kick to proceed ? if the ball enters the goal, a goal is awarded ? if the ball does not enter the goal, the kick is retaken
If the referee did NOT follow this, the game is protestable. Rules for Penalty Kick are in effect for Kicks From The Penalty Mark

View Referee Keith Contarino profileAnswer provided by Referee Ben Mueller You are corrrect in that for the 2nd case, the referee should have allowed the goal. In the first case, the referee made the decision - and ordered a retake.
