Question Number: 18492Kicks From The Penalty mark 3/7/2008RE: 5 Adult dave loder of barnstaple, england asks...re- penalty shoot outs, the goalkeeper is a nominated player in the first 5.he has been cautioned during the game.the ref then has to caution him again for his continued time wasting tactics (i.e.not going onto his goal area and disrupting the kicker) this leads to a red card.the keeper is then replaced by an outfield player. but as he has at this point not taken his nominated kick.can he therefore also be replaced in the kicking order by another player i.e.a player not nominated in the first 5 Answer provided by Referee Chuck Fleischer There is no need to give a list of players nor the shooting order to the referee so what has happened here is transparent as far as the first five penalty takers is concerned.

View Referee Chuck Fleischer profileAnswer provided by Referee Keith Contarino The "first 5" requirement is a myth. I know there are referees that ask for the first 5 and in what order but that is not required by the Laws of the Game and no referee should ask for such a list.

View Referee Keith Contarino profileAnswer provided by Referee Michelle Maloney The team will not lose the kick, although they lose the goalkeeper who is sent off. The first five refers to the number of kicks that are taken by both sides before a winner can be declared (unless one team has an insurmountable lead 3 kicks in). After those first five kicks, taken by a different player each time, if the score is still tied, kicks will proceed one for one, until one team scores and the other doesn't . No kicker may kick again in a rotation until all on his side have kicked. There is no requirement for the referee to have a list of who will kick and when - shame on the referee if he requires this - he must simply note who has already kicked, and not allow them to kick again until all have kicked.
