Law 14 - Penalty kick 3/7/2008

This question is a follow up to question 101

We know a Penalty would be granted regardless of the time expiring or not. My question is how the Ref would process it. Is it one shot only? I know FIFA rules that the time really expired is when the center Ref blows the whistle to end the game; otherwise, it's still going even though they signaled for injury times. Let say the fourth Referee signals injury time is three (3) minutes, but I see many games that go beyond that. It could be 4, or 5 minutes long.
I never see any Ref that proceed a penalty during those extra time to say this is one shot only. Please advise.

You are confusing added time ( NOT "injury" time) with the special circumstance of allowing a penalty kick to proceed even after all the added time has expired. If a penalty kick is awarded during added time but added time ends before the kick is taken, then the referee tells everyone that the game is over except for the taking of the penalty kick. The ball may be kicked only once and the kick is over when the ball stops moving or goes out of play

If additional time must added to ensure a penalty kick is taken at the end of either period of play or of either period of extra time the referee should make it clear to all present that the only player able to touch the ball more than once is the hapless goalkeeper who thought he got away clean. He can touch the ball as many times as it takes to absorb all the energy imparted into the ball by the penalty taker. How the referee does that is pretty much dependent on his level of experience, believe it or not.

He who plans for this has no trouble, he who hopes it doesn't happen to him will have it happen and it will be on a match that counts a ton and he will bollix it.

The only time the match must be extended is for the taking of a penalty kick. If this is the case, then the half is over as soon as all energy placed on the ball is complete. The referee could notify both teams that the match is being extended for the penalty kick. This way the teams know it is not worth it to encroach before the signal.
