Kicks From The Penalty mark 4/6/2008

Kirk of North Vancouver, BC Canada asks...

Hi,

In a penalty shootout, if a player shoots the ball from the 12 yard mark but SHOT before the referee blew the whistle to proceed with the shot and the player DOES NOT score, WHAT HAPPENS. Does the player shoot again or does he lose his turn?

If a player kicks the ball before the referee signals, it is as if that kick never occurred. The player could be cautioned for not waiting for the ref. The team not having yet taken that kick, will get another chance. It could be any eligible player taking the kick.

Hi Kirk yes the PK is retaken and the kicker cautioned however if there was reason to think I did signal then we are on to the next shooter. I must point out given how a shoot out is conducted a whistle restart is most often used and the player jumping the gun would have to be an obtuse deaf and blind kicker to not understand at this stage we wait for that signal as a referee should be very very clear on proceedure.

On the other hand, nothing in the Laws requires a whistle. The kicker took the kick early perhaps trying to cheat by catching the keeper unawares. Were it me, I'd merely say I obviously gave a signal because the kicker saw it and took the shot. Not really wanting to allow a cheater a second shot.
