Paul of Flowood, MS USA asks...

On a throw in on a windy day, the ball is thrown in, crosses in the field of play, never touches any player, the wind blows the ball back out of bounds never landing in the field of play. Re-throw in or illegal throw? Who gets possesion of the ball?

Neither. The ball went into play then out, throw-in to the opponents where the ball crossed back out of play again. The moment it "broke the plane of the field of play it was deemed in play the moment it no longer contacts a portion of the plane created by the touchline it is out again, last touched by the thrower, thus the other side gets the ball where it leaves the field. This is no a foul throw or a rethrow.

Neither. It's a fair throw that was last touched by the throwing team. You award a throw-in to the opponente where the ball went out of play.

The ball entered the field of play as soon as any part of the ball touched the plane of the line. Then the ball left play. Other teams throw at the point where the ball left the field.
