Law 9 - The Ball in and out of Play 5/16/2008

This question is a follow up to question 19081

I understand, if the ball is in play and someone gets punched in the box, there is a PK. But I had a situation where the team was about to do a throw in and one of their players was punched while inside the goal area. Is there a PK, or do we just issue a red card to the offending player, and do a throw in?

Answer provided by Referee Gary Voshol

If the ball is already out of play for some reason, there is nothing that can occur to change the restart that is already defined. After sending off the player for violent conduct, the restart remains a throw-in.

By the way, if the ball is in play it is a PK only if the puncher is an opponent of the punchee, and the punch takes place in the puncher's penalty area. Other possible restarts are a direct free kick (outbound), an indirect free kick (inbound or outbound), or a dropped ball. See the Additional Instructions and Guidance section of the Laws for the complete list of restarts following violent conduct, which depends on who does what to whom and where.

Can't have a PK as you can't have a foul when the ball is out of play. Send the culprit off for violent conduct, show the red card and continue with the throw-in.
