Question Number: 19215Kicks From The Penalty mark 5/27/2008RE: Competative Under 15 Bob of Sandwich, MA USA asks...During a PK session to decide a result (not during play for hand ball, etc) the other teams kicker stood with her back to the ball facing away from the goal. When the ref blew the whistle, she turned and went to the ball and kicked it.
Good or? Answer provided by Referee Gary Voshol Not everything that players do that looks strange is illegal.
The player is identified as being the one taking the kick. The ref has decided that all is as should be, and blows the whistle. That whistle is both a signal to the kicker to proceed and a warning to the keeper that the ball will soon be coming her way.

View Referee Keith Contarino profileAnswer provided by Referee Chuck Fleischer The kicker must be properly identified. The kicker must wait for a signal before taking the kick. The kicker may not touch the a second time before it is has touched another player. That's kind of it... How the kicker stands before making a run up is of no consequence in the Laws.
The Goalkeeper, however, must face the kicker.
