Question Number: 19227Kicks From The Penalty mark 5/29/2008Chris of Vancouver, Canada asks...On penalty kicks to break a tie, if there is no winner after 10 kicks to each team, must the keepers also shoot on one another before any player is allowed to take a second kick? (assuming that every member of each team has already shot once except for the keepers). The LOTG simply say that all eligible players must kick before anyone can take a second kick. My take is that the keepers are indeed eligible players. Just wanted to make sure.
Cheers, Answer provided by Referee Gary Voshol Possibly the goalkeeper will not be the 11th one to take a kick. The keeper might have been the first or fourth or ninth kicker from one of the sides. The 11th player might be a non-keeper. But you are correct - goalkeepers are players and must take a shot before any player can take a second one.
