Question Number: 19311Kicks From The Penalty mark 6/9/2008RE: rec. Adult Ashok of scarborough, canada asks...What happens when the game is over and it is going into penalty kicks and the opposing team brings a sub player who was a sub all through the game comes in and takes the penalty. What happens to the player and what actions are taken towards that player/team? Answer provided by Referee Keith Contarino If the foolish referee didn't see that this substitute was not a player at the end of playing time and allowed this person to participate in kicks from the penalty mark, the match must be abandoned as there is no recourse in the Laws Off The Game for such an egregious referee error. Now this referee gets to explain in a report what he did and why the game was abandoned.

View Referee Keith Contarino profileAnswer provided by Referee Richard Dawson Well no substitutions are permitted AFTER a match is over and KFTPM are deciding the match. The only substitution allowed is if a KEEPER was actually injured and a new keeper was needed to replace him and allowable substitutions limits were not breeched . Given unlimited opportunity at youth hardly a worry.
If a referee allows this it would be protestable as a misapplication of law and the match outcome is determined by the competition authorities or replayed in its entirety. As a referee I would not be inclined to abandon if we caught it as it occurred simply remove the illegal sub, caution show a yellow card, retake the Pk properly with a proper player. If the result was favorable to the team that did not cheat the competition authorities might not order a replay. That said the league will discipline the teams or player. The referee fills in the match report and records all things said or done! Then in the post game have a chat with the ARs to see how such a situation COULD even happen???? Cheers
