Question Number: 19392Mechanics 6/15/2008Avery Haskell of op, ks usa asks...Why do I see so many AR's in euro 2008 hold their flag in the right hand and call offside before the player touches the ball or affects the play? Answer provided by Referee Gary Voshol Flag mechanics are currently up to the national referee bodies. There is a move to make referee signals and mechanics more universal.
If the offside-positioned player is the only one of his team who will be able to reach the ball, in the opinion of the (assistant) referee, then offside may be called before he actually gets to the ball. This is especially important if it would serve to avoid a possible collision of attacker and defender.

In Euro 2008 the referees are flagging correctly according to those instructions.
