2. ON AN INDIRECT FREE KICK DOES THE BALL HAVE TO MOVE A ROTATION OR CAN IT BE TOUCHED BY A PLAYER AND THEN ANOTHER PLAYER SHOOTS ON GOAL? Answer provided by Referee Gary Voshol 1. Yes
2. The requirement that the ball roll a full rotation was removed over a decade ago. Now on restarts the ball must be kicked and moved. The movement need only be minimal, but the ball must go to a different space than before the kick. Simply tapping the ball to make it quiver is not movement.
Notes: On a PK and a kickoff the ball must move forward. Any free kick taken from within a team's penalty area must also move far enough so the ball goes beyond the penalty area into the rest of the field.

View Referee Gary Voshol profileAnswer provided by Referee Gene Nagy Hey Larry, what's with the cap lock? You can change goalies on every kick and even a retake by the same player, if the ref has been notified. The law says that on an IFK the ball is in play when it is kicked and moves. (If taken in the team?s own penalty area, the ball is in play when it goes beyond the penalty area.) If a ref cannot see the ball move, i.e. it only moved a micro millimetre, even though technical it is in play, the ref will rule against it: he just didn?t see it. On an IFK a goal can only scored if it is touched by another PLAYER. That means any other player, even opponents. It does NOT mean referee or A/R.
