Question Number: 20043Law 12 - Fouls and Misconduct 9/23/2008RE: Rec, select Under 17 Gary Morgan of Culpeper, VA USA asks...This question is a follow up to question 19941 All these scenarios and nested answers have me somewhat boggled. I'm reminded of a similar, simpler situation, and would like your opinion on what the referee should do if... Player kicks a goal kick and flubs it...the ball is slowly making its way to the edge of the PA where an eager attacker waits just outside the line. A sharp defender rushes in and kicks the ball before it leaves the PA. - OR - Player kicks a goal kick and flubs it...the ball is slowly making its way to the edge of the PA where an eager attacker awaits just outside the line. The kicker rushes after the ball and kicks it again before it leaves the PA. Thank you for all you do! Answer provided by Referee Gary Voshol On free kicks or goal kicks, if the ball has not completely left the penalty area before a player touches it - any player, it doesn't matter which side nor if it was the player who took the kick - the free/goal kick is retaken. That's simple Law 13 or Law 16.

View Referee Gary Voshol profileAnswer provided by Referee Richard Dawson THe facts here are simple, the ball is NOT in play until it clears the boundrylines of the penalty area into active play. In both your situations the kick is retaken with the distinct possibility the offending kicker is either cautioned for USB or delaying the restart and shown the yellow card . What is interesting is if the ball managed to travel outside the penalty area and the original kicker pursued it kicked it a second time into the body of an opponent . Although I would likely award the INDFK then and there if that ball made its way back into the goal before a stoppage whistle the goal could count as it is of greater advantage to have a goal then punish an indfk for a second touch. View Referee Richard Dawson profileAnswer provided by Referee Keith Contarino In each case the kick has to be retaken. That said, also in each case, the player kicking the ball before it leaves the penalty area could be cautioned for unsporting behavior or delaying the restart of play.
