is a team with any un-played games or teams that have forfeited a game (s) eligible for awards entitled to win the league, please support your argument highlighting fifa clauses

The FIFA Laws of the Game do not address the rules of competitions, only the play on the field.

If the league or association has rules about unplayed games or forfeits, then those rules will be followed.

As a referee site we have nothing to do with league standings or schedual or by-law and policy we deal with the Laws of the Game on the field during a match which is all we control! Those who sit on the board of your league are the ones to address your concerns. Fifa does not mandate other competition policy on such matters. Cheers
