Answer provided by Referee Michelle Maloney The FIFA Laws of the Game do not address the rules of competitions, only the play on the field.
If the league or association has rules about unplayed games or forfeits, then those rules will be followed.

Those who sit on the board of your league are the ones to address your concerns. Fifa does not mandate other competition policy on such matters. Cheers
