Kicks From The Penalty mark 9/30/2008

Bobbo of Pleasanton, Ca Alameda asks...

Law 14 USSF, could be more explicit regarding PKs taken to determine winning team(after overtime periods expired). If ball hits cross bar or post, kicker is done. If ball bounces off keeper & does not go into goal but bounces back to kicker on the field, can the kicker shoot the moving ball?

The kicker CAN NOT participate once the shot is away in a shoot out situation.The initial force applied either does its job and a goal results or if no goal results once the ball is stopped or out of play the kick is finished. NO one gets to do anything next kicker please!
ONLY in regulation PK could a kicker follow up as the ball remains in play after a save or miss if the ball remains on the field after contacting the keeper.

Law 14 is not the controlling authority for Kicks From The Penalty Mark to determine a winner. There is a separate section in the Laws for that. For KFTPM, players not taking part are to be in the center circle, so there will be no rebounds for them to play. The kicker is restricted to one touch. The item from Law 14 that does apply is that a goal is scored even if the ball rebounds off the goal and/or the goalkeeper and yet enters the goal.
