Answer provided by Referee Richard Dawson

Each year the Halloween tournaments see a few odd wrinkles in player attire not the least of which is painted faces. It really is a competition authorities policy that could permit it subject to the referee's decision is it safe. There are non toxic paints and dyes and those that are NON-staining might be permitted. We had red and black and orange faces one year and the team wearing whites were not amused so it became a point of contestation. It was mentioned that gang colors and racial or religious issues could be raised. I would NOT recommend it unless cleared by the competition authorities and you will still have to satisfy the referee's opinion that it is safe.
Cheers
