Question Number: 20335

League Specific 10/22/2008

RE: Under 13

Todd Wendorf of Camp Hill, PA US asks...

This question is a follow up to question 20330

Agreed on all accounts. The inadvertant whistle is restarted by the Dropped Ball.

Is NFHS different in this case? I was the recipient (as a coach) of a nice gift during a game. My team was whistled for offside on a throw-in (bad call but corrected by the CR, thus the change in restart), but he insisted that our team was granted an IFK (just outside the 18) since we had possession of the ball. I would have expected a Dropped Ball restart as LOTG indicates. This rec league supposedly follows NFHS rules (which drive me nuts!!!).

Fortunately, for my team, we executed a perfect short pass and shot to score the go-ahead and winning goal.

I know that some of the rules that NFHS incorporates/modifies are to enhance the fan's view (such as the hand signals, etc) but there are others that just don't make sense.

NFHS is different as an INDFK for the team in possession rather than drop balls is their way of doing things. It is hard to give answers with but for this, except here and only if so, so it can be a chore to track down the changes.

The fact is those responsible for changing things do it because I would hope they belive it best for the students. I can not truly fault those who belive it it is a positive change even if I find percieve it to be unneccessary. To change things only because one can is knuckle rubbing and finger polishing hardly credible reasoning.

To be fair I have talked bluntly and candily to those who review and manage highschool soccer and they heartily encourage feedback. I was asked, pointly in fact, to review their site and consider the section entitled

This is a wide open invitation to make your case for positive change not a a disenchantment or finger pointing exercise. If you are sincere and think the laws should be more in line with FIFA then make the case well, perhaps we can change their thinking! Yes, I know, it is likely how some rules got changed in the first place.

Cheers

Answer provided by Referee Gary Voshol

NFHS rules seem to want to avoid dropped balls whenever possible. If one team is in control when a non-specified stoppage is made, the restart is an indirect free kick instead of a dropped ball. NFHS rules also state that there must be one player from each team at a dropped ball.

Many times NFHS has to create new rules to cover problems that one of their other rules created.
