Question Number: 20351

Law 18 - Common Sense 10/23/2008

RE: Recreational Under 11

Mike S. of Chino Hills, CA USA asks...

This question is a follow up to question 15630

With regards to trifling, most of the Q&A that I have seen on this issue regarded a keeper that is punting the ball. Just curious, does the same apply to a keeper that is throwing the ball, as opposed to punting the ball. I have often seen this infraction in U10 games with keepers that are throwing the ball. Based on your answers, I would also consider this to be trifling. However, I know other refs that consider this to be a black & white issue, just like the touch line, where the ball is either in or out and the call should be made accordingly. Also, would you have a different opinion in a U12 game? I center ref my first U12 this Saturday, and I'm a bit nervous. Thanks again!! You've all been a great help.

Answer provided by Referee Keith Contarino

Throwing the ball and punting the ball are similar actions and most of us would view either as trifling if just a bit over the penalty area boundary. Some referees at lower levels of play call virtually every infraction as they believe that is the best way to teach the players the Laws. There is some merit in this. I find it better to go over keeper rules with the keepers before the game whenever I referee U Littles so they understand what they may and may not do. At U12 would make no difference to me. Referees that see all things in black and white are going to eventually get themselves in trouble as much that occurs on the soccer field is gray. These referee also do not avail themselves of the powers granted us in Law 5 which allow us to call a game in the interests of what is fair. In no other sport are referees allowed to consider the spirit of an action as opposed to the sctrict interpretation of the Law.

There is a video put out by USSF on the Gray Areas just because there are so many things in the game that are gray. After all, if we called every offense that occurred on the field, the players would never get any playing time! Refereeing is an art, and with practice you will learn what is trifling (to the players and the game at hand) or doubtful and what needs to be called to keep the game safe, fun and fair.

When you see these keeper boo boos, think about what they are doing. Are they putting the ball into play without delay? Are they not aware of where the line is? Help them the first time. Are we talking inches, feet or yards. First two, be shouting 'Watch your line!' and on a repeat, call it. On the yards out, call it. They'll remember next time, I promise!
