This question is a follow up to question 20359

The writer seems to indicate that the same player took the third kick from the penalty mark, even after he was cautioned. Being high school soccer, should he not have been replaced after being shown the yellow card? This seems like a protestable action, if it was indeed the case.

9-1-3 ? A second whistle is required to restart play for the taking of a penalty kick so requiring a re-kick because of no whistle was proper.

The referee could have cautioned the player when the first kick was made without a whistle, but should have at least warned the kicker that a second kick without a whistle would result in a disqualification for 12-8-2a ? An act where a player prohibits a timely restart of the game. Under sample tournament progression, B-2-a, if a player is disqualified before the kick is completed, a substitute is permitted. The player should not have been allowed another attempt.

Since the referee below cautioned the player rather than disqualifying the player, the player should not have been permitted to take the kick but a substitute should have been permitted ? Tournament progression B-1-b The referee was, therefore, incorrect under NFHS rules.

However, please remember that the rules do permit the state to adopt other tournament progression rules so that the above would be in effect only if the state has adopted the Sample Tournament Progress as indicated in the NFHS Rules.

Concerning a protest, as indicated in Rule 5-1-2 ? Protests of NFHS rules are not recognized. The officials can only correct a decision so long as the game has not been started (or until their jurisdiction ends ? we need to add this). The jurisdiction of the officials ends with their leaving the field of play and its immediate surroundings. Once the officials left the playing area and its immediate surroundings, no protest of the decision made by the referee is possible.
