Question Number: 20454Kicks From The Penalty mark 11/6/2008RE: all Under 13 hank of raleigh, nc usa asks...fifa rules!! when overtime expires, and the game is to go to kicks from the mark, (I know only the players on the field can take the kicks), my ??'s involve the keepers. 1. can anyone on the team (after whistle has blown for the end of all overtimes) become keeper. 2. does the keeper that ended the game remain the keeper! 3. can a sub be made (if # of subs allow) off the bench for the keeper (I know that they cannot take a kick) 4. where, specifically can I find this written info!! Answer provided by Referee Michelle Maloney All of your questions are answered by the Laws of the Game, the Advice to Referees and the Instructions following the 2008/2009 body of the LOTG. 1 & 4)A player from a team may change places with the goalkeeper at any stoppage in a game with the referee's permission. Law 3 Because the LOTG still apply during the KFTPM, a player may still change places with the GK with the referee's permission. LOTG - Procedures to Determine the Winner of a Match 2, 3 & 4) If the keeper is injured while kicks are being taken and cannot continue, and (big AND) the team has a substitution left, the keeper may be replaced. So, the keeper at the end of regulation or overtime will remain the keeper for the kicks, unless or until he is replaced by a field player and/or he becomes injured and can be substituted.

Only for the goalkeeper in the case of an injury, and ONLY if the goalkeeper is injured. 4. After Law 17 in the FIFA laws of the game, under the section entitled 'kicks from the penalty mark.'
