I understand from reading elsewhere on this wonderful website that if any part of the ball it touching the line of the penalty area, the ball is considered in the penalty area. Does that permit the goalie to touch all parts of the ball with his/her hands, including those portions of the ball outside the penalty area? Thanks!

You are correct. If any part of the ball is in the penalty area, it is in.

When the ball is in the penalty area, the goalkeeper is allowed to handle it. It doesn't matter which half of the ball the keeper touches.

However, if you are basing your assertion that the ball is in the penalty area on that last millimeter of the line, you have to realize that the referee may have seen it differently.

Absolutely!! All of the ball is still considered to be IN the penalty area as long as any part of the ball is touching any part of a boundary line. SO glad you like our website!
